City of Greenwood Secures Ownership of Former Mill Property and Enters Cleanup Agreement With SCDHEC

Greenwood, SC – It is official. The City of Greenwood has taken control of the former Greenwood Mill located on Kitson Street in the Greenwood Mill Village.
“Today is only a starting point,” said Greenwood City Manager Charlie Barrineau. “There is no doubt that the cleanup process will be lengthy, expensive, and frustrating. We appreciate the community’s patience and cooperation,” Barrineau concluded.
The City has officially posted signage on the property notifying the public of the cleanup intention. The South Carolina Department of Health and Environmental Control is accepting public comments until Saturday, August 27 regarding a potential Voluntary Cleanup Contract for the property. In the coming weeks, the City will take steps to improve the security of the property. The City will also be working with the Upper Savannah Council of Governments to apply for Community Development Block Grant (CDBG) funding from the South Carolina Department of Commerce. If the funding is secured, cleanup efforts could begin as early as the spring of 2012.
The City has entered into an agreement with Concurrent Technologies Corporation to develop a work plan for the debris removal process. CTC Corp has extensive experience in the cleanup and redevelopment of former mill and commercial sites. They are presently working on similar projects in South Carolina including Spartanburg (Victor Mill), Hartsville, Pelzer, and Dillon.
